ADEME Report, Well-being Indicators and Sufficiency: How to Navigate Their Use in Public Policy
Written by Fiona Ottaviani, co-director of the chair, and Lola Mercier Valero, research assistant, this synthesis report is intended for local authorities and local stakeholders engaged in sustainability transitions. Designed as a practical guide, it provides an overview of how well-being indicators are currently used in connection with sufficiency, and offers guidance on how to better mobilise them in public action.
The report (in French) highlights five main fields of application—from supporting emerging initiatives to steering public policies—drawing on concrete examples, methodological choices and key points of attention. Its aim is to support the uptake of well-being approaches while strengthening the articulation between social and environmental dimensions.

This information update brings together the latest news from the Local Sustainability Transition and Well-being Chair. It includes contributions aimed at professionals and the general public: events, publications, interviews and articles in French.
Well-being indicators and the co-benefits of sufficiency – 2024
This report, published by the Ecological Transition Agency (ADEME in French), provides a synthesis of 17 initiatives aimed at developing well-being indicators (in France and internationally). It seeks to assess the social and environmental co-benefits identified in well-being approaches and addresses key questions such as: Is well-being associated with sufficiency? If so, which dimensions of well-being are most critical for sufficiency? What do well-being indicators reveal about the articulation between social and environmental sustainability?
The study is based on a literature review, interviews and collaborative workshops. For each initiative, a summary factsheet is provided.
Research Article - Living spaces, workspaces and local contexts: focusing on alternative practices
Within the Local Sustainability Transition and Well-being Chair, Albane Grandazzi, Assistant Professor at GEM, coordinates a research project entitled ““Living spaces, workspaces and local contexts”.
This pioneering research focuses on the evolving uses of workspaces and is conducted in collaboration with several public, non-profit and private partners, including Korus Group.
Innovation Catalyst Program
Zero Net Land Take: Turning Constraints into Opportunities for Regenerative Action?
Fifteen public and private actors from the Grenoble ecosystem took part in the 2023–2024 Territorial Innovation Catalyst Programme, led by the Local Sustainability Transition and Well-being Chair at GEM.
At the heart of the foresight work was the Zero Net Land Take policy and a key question: how can a regulatory constraint become an opportunity to regenerate local places?

The Chair organises a range of events in French, including:
- Local Transition Forum: online and/or in-person events open to all, designed to foster dialogue between diverse actors within the sustainability ecosystem around key transition topics
- Expert Brown Bags, dedicated to partner organisations’ teams
- Co-development workshops (Codev), enabling partner organisation leaders to collectively address strategic issues
- Permanent Indicator Forums, dedicated to sharing and advancing well-being approaches and tools among practitioners engaged in these initiatives
