GEMExpert: Is better governance enough to secure access to water?
Faced with repeated droughts and mounting pressure on water resources, policymakers and decision-makers almost systematically reach for the same reflex: “modernize governance,” “coordinate stakeholders better,” or “optimize management.” Yet research suggests it is an illusion to believe that this “good governance” approach will solve everything on its own.
